Standing on Mount Horeb, the despairing Elijah witnessed wind, earthquake, and fire pass by, but the Lord was in none of them. This verse records how God finally drew near -- in a still small voice. In the verses that follow, God asks Elijah what he is doing there, gives him new tasks, and reveals that seven thousand in Israel had not bowed to Baal.
