Context
Military mobilization in ancient Israel meant a levy on all able-bodied men; a complete census was rare and indicated serious war-readiness.
What Does 2 Kings 3:6 Mean?
And king Jehoram went out of Samaria the same time, and numbered all Israel, numbering a people is an act of power and of faith. Every man counted is a sword; every sword is a life, a family, a hope. Jehoram did not hesitate; he went out himself and took account of his strength.
Yet numbering can also be the beginning of human reliance on human might. We are about to see that in Jehoram's story. He counts his people, marshals his force, but does not yet know that the battle will turn on the word of a prophet and the mystery of God's will.
Application
Action without prayer is strategy without wisdom. We may marshal our resources, but they are not truly ours to command.
