Paul and Silas travel north by land through Syria and into Cilicia — the region of Tarsus, where Paul was born — visiting congregations and confirming the churches in the faith and in the decision of the council, the letter of Jerusalem in hand.

So the chapter closes as it labored all along: with churches made strong. Assemblies once troubled by heavy demands are steadied by a word of grace carried in person.
