What Does Hosea 10:7 Mean?

Hosea names the fate of the capital's monarchy in a single vivid line. Samaria's king is cut off, and the prophet compares him to foam or a snapped twig riding the current, here for a moment and then gone, powerless against the flood bearing it away.

Human power that seemed solid is shown to be froth. What looks permanent can be carried off in an instant when its only foundation is itself. The verse humbles every confidence built on rulers and thrones, and lifts the eye toward the kingdom that cannot be moved and the King whose throne endures from generation to generation.
