What Does Luke 23:7 Mean?
Herod Antipas ruled Galilee under Rome — the same Herod who imprisoned and beheaded John the Baptist and had long wondered about Jesus (Luke 9:7-9). With the Passover crowds in the city, he too is in Jerusalem, so Pilate refers the case to him.
