What Does Micah 1:3 Mean?

With 'behold,' Micah turns the courtroom into a theophany. The Lord comes forth from His place and treads the high places, the very hilltops where unfaithful worship was offered. The God of heaven steps into history.

To tread the high places is to claim authority over what people had wrongly exalted. Nothing humans lift up as untouchable stands beneath His feet. For the proud this is terror; for the faithful it is comfort, for the same God who descends to judge will one day descend to save.
