Context

Paul closes the body of Romans with a benediction, praying God's blessing on Jewish and Gentile believers united in Christ.

What Does Romans 15:13 Mean?

In one sentence: Paul prays that God -- the source of hope -- would so fill believers with joy and peace that hope overflows in them by the Spirit's power. God is called "the God of hope": hope originates in Him, not in us.

Joy and peace come "in believing" -- as we trust Him -- and lead to abounding, overflowing hope. And it is all "through the power of the Holy Ghost," not by working it up ourselves.

In the Original Language

The Greek "elpis" (hope) is confident expectation. "Chara" (joy) is gladness. "Perisseuo" (abound) means to overflow, to have more than enough.

Application

Ask God to fill you with joy and peace as you trust Him, depending on the Spirit rather than self-effort to produce overflowing hope.
