The land that mourned is now told to fear not and rejoice, for the LORD will do great things.

What Does Joel 2:21 Mean?

The mood breaks into joy. The land that mourned in chapter one is now addressed with comfort: Fear not, O land; be glad and rejoice. The reason is simple and sweeping: the LORD will do great things. The same phrase used of the destroying army's boasting is now claimed by God for blessing. His great deeds will overwrite the great devastation.

Fear not is among the most frequent things God says to His people, and here it marks the reversal of everything the locusts brought. The command to rejoice is grounded not in changed circumstances alone but in the character and promise of the Lord who acts. Where fear once ruled, gladness is now commanded, because God has turned toward His own. This is the rhythm of grace: God speaks peace to the fearful and calls forth joy where there had been only mourning, all because of what He Himself will do.
