At Mount Sinai, before giving the law, God offers Israel a covenant and tells Moses to relay His invitation to the people.
What Does Exodus 19:5 Mean?
This verse means that God invites His people into a covenant relationship in which faithful obedience makes them His own treasured possession. At Sinai, before any commandment is spoken, God lays out an invitation: "if ye will obey my voice indeed, and keep my covenant." The relationship is not forced. It is offered, and it calls for response. To those who say yes, God makes a stunning promise -- they will be His "peculiar treasure," His prized possession out of all the peoples of the earth.
The word translated "peculiar treasure" pictures a personal treasure, the kind a king sets apart for himself above the wealth of his kingdom. And lest anyone think God chose Israel because He needed them, He adds, "for all the earth is mine." He owns everything, yet He chooses to draw one people close in covenant love. Belonging to God here is bound up with listening to Him and keeping faith with Him. The same pattern echoes through Scripture: God reaches out, invites a willing response, and treasures those who answer Him.
In the Original Language
The phrase "peculiar treasure" is the Hebrew segullah, a personal, prized possession set apart by its owner.
