Context

Isaiah 40 comforts an exhausted people with the greatness of God. Verse 11 balances His might with His tenderness, picturing Him as a caring shepherd.

What Does Isaiah 40:11 Mean?

Isaiah 40:11 portrays God as a tender shepherd who feeds, gathers, and gently leads His people. It comes right after a picture of God's mighty arm ruling with power -- and then that same powerful arm is shown cradling lambs. The strength of God is matched by His gentleness; the One who governs nations stoops to carry the weak.

Each phrase reveals a layer of care. He "feeds his flock," providing for their needs. He "gathers the lambs with his arm," scooping up the smallest and most vulnerable. He carries them "in his bosom," close to His heart, the place of warmth and safety. And He "gently leads those that are with young," matching His pace to the weakest and most burdened, never driving them beyond what they can bear. This is one of Scripture's most comforting images of God. To a people worn out and afraid, the prophet pictures a Shepherd who knows their frailty and adjusts His care accordingly. Jesus would later take up this very image, calling Himself the good shepherd. In the Original Language

"Feed" and "shepherd" share the root raah, to tend or pasture a flock. "Gently lead" is nahal, to lead carefully to a resting place, especially the weak.

When you feel weak or weary, rest in the Shepherd who carries lambs close to His heart and leads the burdened at a gentle pace.
