What Does Luke 12:7 Mean?
Jesus offers a striking picture of God's intimate care for each person: even the hairs of your head are all numbered. He has just reminded His disciples that not one sparrow is forgotten by God (Luke 12:6). Now He turns to them with a tender assurance -- if God attends to small birds, how much more does He know and value each of His children, down to the smallest detail.
The numbering of the hairs is a vivid way of saying that nothing about us escapes God's notice. He does not merely know us in a general way; He knows us completely and attends to details we ourselves overlook. From this knowledge flows a command and a comfort: "Fear not therefore." Because God knows us so fully and values us so highly, we have no reason to be ruled by fear. The closing words drive the point home: "ye are of more value than many sparrows." If God cares for the sparrows, His care for people, made in His image, is far greater. This verse speaks directly to anxious hearts. In a world full of uncertainty and threat, we are not lost in the crowd or forgotten by heaven. We are intimately known and deeply valued by God, and that truth is meant to quiet our fears.

The verb arithmeo means "to number, count." The phrase me phobeisthe (fear not) is a command, and the closing words affirm the disciples' great value, diaphereo, surpassing the sparrows.
