Even he shall build the temple of the LORD; and he shall bear the glory, and shall sit and rule upon his throne; and he shall be a priest upon his throne: and the counsel of peace shall be between them both.

What Does Zechariah 6:13 Mean?

The promise deepens. The Branch will build the temple and bear the glory, and He will sit and rule upon His throne while also being a priest upon that same throne. The two offices, long held apart, are united in Him, and between them is the counsel of peace.

Here is a king who does not merely command but also intercedes, a ruler who is at once a mediator. In Him authority and mercy are not at war but at peace, governing together. Christians see this fulfilled in Jesus, the one who reigns over all and yet pleads for His people, whose throne is also a place of grace. Where He rules, peace follows, for the King Himself is the Priest who reconciles.
