Context

Having corrected disorderly behavior and reassured the church about the day of Christ, Paul ends the letter's main teaching with a prayer for peace. The blessing gathers the whole congregation, including those he has rebuked.

What Does 2 Thessalonians 3:16 Mean?

Paul closes the body of his letter with a benediction that calls the Lord by a beautiful title: "the Lord of peace." Peace is not merely something the Lord gives; it is part of who He is. Paul has spent the letter addressing turmoil -- false alarms about the end, opposition from wicked men, and disorder within the church over those refusing to work. Now he prays that the very Lord who is the source and master of peace would settle His own peace upon them.

The wording is emphatic and sweeping: peace "always by all means." Paul asks for peace at every time and in every circumstance, not just relief from one particular trouble.
