Context

Joel has described a terrible day of the Lord, pictured by a locust plague, and here God interrupts the warning with a heartfelt appeal for His people to repent before it is too late.

What Does Joel 2:12 Mean?

Joel 2:12 is God's urgent summons to turn back to Him with the whole heart, expressed through fasting, weeping, and mourning. The word "now" gives the call immediacy; this is not a matter to postpone. In the face of a devastating crisis, God does not slam the door but holds it open and invites His people to come home. The very fact that He says "turn ye even to me" shows that the relationship is not beyond repair.

The defining phrase is "with all your heart." God is not satisfied with partial or surface repentance. The outward acts named -- fasting, weeping, mourning -- are genuine and appropriate, but they must spring from inner sincerity rather than mere display.
